Chloe Dotson

Chloe Dotson has joined HOPE as Chief Program Officer. Formerly Director of Planning and Development for the City of Jackson, and a seasoned community and economic development leader, Dotson will lead the Community and Economic Development (CED) team and have primary responsibility for HOPE’s goals regarding financing community facilities. This includes education, healthcare, affordable rental housing, and other large community facilities and infrastructure projects. Under her leadership, the CED team will also take the lead on New Markets Tax Credit projects; on larger, more complex commercial and business financing that involves government funding; and on HOPE’s work to help municipalities attract and leverage federal funding.

In her previous role as the Director of Planning and Development for the city of Jackson, MS, Dotson led and managed a 150+ planning and development team to implement and update the city of Jackson’s comprehensive plan. This included development and implementation of planning, urban design strategies, transit, community strategic development plans, and other policy and regulatory framework that supports equitable growth and development in the city and region.
